I think racism in police departments is a very complex issue. It begins with, i think, a false and illusory car correlation. Since most street crimes happen in poor neighborhoods. And since a lot of poor neighborhoods consist of ethmic minorities, black and brown people. Then they become suspicious of all black people and become quite brutal about them in their behaviour toward them. So the very definition of what the problem is ind whom we want to arrest, set up a pattern of the over arrests of african americans compared to whites. That's an example of a decision that occurs at the top, and that can have very powerful racist consequences.
