Through the witness, blocks can be bigger. So there's a bit more block space. And then if a fee market develops, so if not all transactions fit into blocks, then transactions will have to outbid each other. If you're using more of the part of the block that's less scarce, then miners are more inclined to include it because they can include more of them. That's how the incentives work.
