There are no hard and fast rules about using subtitles. Using subtitles can help to bridge the gap between how words and sentences sound and how they are written. Be aware that only watching with the subtitles, so if you only ever watch your TV with subtitles in English, might not help you to develop real listening skills because you're basically reading while you watch.
