"I refuse to open the constitution. I can't change the head of the state and our show that there's a fundamental constitutional, uh, democracy that we have here without changing the constitution," he says. "If you open up the constitution right now, it could be the end of this country ... It could literally be theend of the country." He adds: "Are we so sure that in 2015, it wasn't like weed was the most important issue to Canadians?"
