What Are the Contrasts in Free Market Thinking?

In the 17th century, there was a back and forth between market freedoms and protectionism. Some of whom advocate free trade at home, but then gunboat imperialism abroad. It's a paradox, except it kind of sounds familiar, right? So what we need to do is we need to expand free trade in some things, but the state has to protect that free trade. That idea will later confuse modern economists who say these guys are mercantilists - they think the state should be involved.
