I would honestly not be surprised if this prison and this kind of prison labor existed pre-Empire. It's not like this was a like wonderful utopia before Palpatine rose to power. People are clearly more people imprisoned and for longer now, but prisons still existed. Especially during the Clone Wars, they still had all these battleships and fighters that were maybe being built by a prison labor back then. And anyway, so just a lot of cool ideas, not cool, interesting ideas, thought provoking ideas being brought up on the show.
