According to the Constitution, only Congress can levy attacks. The Universal Service Fund started as a tax on long distance phone calls and within a decade reached 11%. During the Obama administration, the FCC had moved towards imposing a similar tax on broadband Internet services in part because revenue had fallen off due to people abandoning landlines. But there have also been numerous scandals in which the money is where poorly spent, misallocated and sluice to politically connected players.
