There was a tendency to perhaps misread some things that were going on, particularly in the early part of hugenta's first term. So recognizing that you couldn't simply satisfy people by making them better off in material terms and also not wanting to go back an even heavier hand with repression. For a while, i think the c c p experimented with allowing n g os, non governmental organizations, to be permitting the training of lawyers. But very quickly, it seems to me, the leadership came to the conclusion that this was dangerous and counter productive. And it had partly to do with things happening inside china, also with things outside, the color revolutions, and that the arabs spring.
