Putin expected the Russian forces to be able to decapitate Wagner group and to dissolve it. I think Putin was shocked by the speed at which Wagner forces overran that region and the ineffectiveness of Russian forces. And so you see Putin actually allowing this deal to go ahead at all rather than what he would have preferred to do - smash Wagner as a point. The National Security Council and FSB in Russia itself started to see progression as a real threat to the integrity of Russia, says Dimitri Simes.
