How to Write an Evil Empire

No one is going to be evil for evil sake in your evil empire. They're not just acquiring cruelty points for fun. All these evil acts that the empire is committing are being done because there are incentives to do them. I am a have been a strong proponent of kind of people, character based, focused world building. And I think that should also apply when thinking about empires and the people in them. So I guess that's pretty much it is people. Your empires have people, evil empires have them too. Just think about how it all makes sense for everyone inside as well.
