Foreign Sovereign Immunities Act could be amended to make it easier for the U.S. to sue foreign governments if they violate its laws or policies. The ICJ has reconciled this accountability imperative with the international law of immunity by saying, well, there's still responsibility. If we start seizing Chinese assets in the United States that will have a huge impact on trade and foreign direct investments. A couple of things could be done though because as Ingrid mentions, there aren't unlimited funds out there.
