How Can We Afford to Spend More on Young People?

Public spending going up as the population ages, how can we afford to spend more on young people? It's not a zero sum game, argues dace packer. That doesn't require slashing benefits or spending for older people. And i think the trade off is much less sharp than people think. Young people want grannie to have a decent pension, and grannie worries about the prospects of her grandchildren. We've also got an bigat anover all to try to insure that children as a whole have a fair deal.
