How to Approach Writing Useful Fiction

I feel like having too high of a wall between regular fiction and useful fiction runs the risk that someone won't try it. What I often think about and what I write is who might read it and what do I maybe want them to do after reading it? You know, do I want to help someone understand a problem better or get to know a character better? That's how you also can break out of whatever silo you're writing for. If you can write something that can connect with as many people as possible, it has a much greater chance of impacting the larger number of people.
