The Periclesian Building Program

The invitation did not go to the west, for the Italian and Sicilian Greeks were not directly concerned with the Persian Wars. And so, although Pericles invited all of the Greeks, it is thus hardly surprising that the Spartans and their allies refused to attend. A considerable number of cities brought no tribute, others paid only part of what was due, and others paid late. As a result, the tribute list for 447-446 BC includes back payments by the defaulters of the previous year.
