In Deuteronomy 17, verses 14 through 20, talk about kingship. God sends Samuel out to select a king and the guy he chooses is Saul from the tribe of Benjamin. There's all of these situations where what Saul looks like he's doing from an earthly perspective actually looks pretty wise. The author of Samuel probably has a smirk on his face when he writes this part.
