Can Concrete Never Stop Spinning?

My question is, if the barrel on a concrete truck never stop spinning, will the concrete just never go off. Eventually it will harden. There's a chemical reaction. Each year we make enough concrete to build a band around the earth of the equator - 28 meters by 28 meters and forty thousand kilometers long.
