Delays in Appropriations and Continuing Resolutions

This chapter discusses the limitations faced by agencies in updating their IT infrastructure and implementing major reforms due to delays in appropriations and continuing resolutions. It explores how agencies can approach FedSim or the assisted acquisition shop during the CR to be ahead in line for funding and the flexibility in taking projects later in the fiscal year. The concerns and queries raised by vendors about starting new projects and the availability of funding are also addressed.
