Introduction
Both houses of Congress have passed this debt ceiling agreement. The deal allows for an increase in defense spending and a very modest cut in domestic spending. It also puts off another showdown over the debt ceiling until sometime in early 2025. And it has some provisions to make a government shutdown much less likely than there might have been given that we have divided government.
