Isn't Every Act of Education Advancement of a Belief System?
The main statute denied these vouchers to schools that promote a faith or belief system. Those things sound like belief systems, even if you don't call it a faith, right? Which is why the the programme may have been vulnerable, even to secular challenge by somebody who wanted to spend the money at a school that mayor didn't approve of. But in theory, if you had, for example, the am portland school of environmental progress, which probably exists yet, then there might be a real first amendment claim centered around denial of access to point of view.
