The State's Failure to Follow the Process of Emergency Power
I think the only exception was Wisconsin, where they had in their state constitution some rule about how emergency power should be given to the governor. But Texas didn't do much anyway. And then locality is in particular the more left-leaning localities were incredibly intrusive. So I wonder if there will be a little bit more of an attempt at least to think more carefully about the local government arrangements in order to avoid something like that again.
