Is Russia a Russian Territories?
Russia is able to argue that these are now Russian territory and that therefore conscripts can be sent there without any legal issues. The reason why this hasn't been done in my opinion is precisely because of the potentially massive political risks. Putin wants to feel he still has cards in his pocket shall we say. That may also impact Shuego himself.
