The plan is focused on real estate, even though it's supposed to be about innovation and R&D. The company gets basically free research and development because when they give the money to the university,. It's a tax write off for educational cost, to the private company. And then the university gets $1,000, maybe even $ 1,000, to pay these low stipends to the graduate students. They dump a bunch of money in the amorphous category of overhead costs. Student workers get screwed.
