Is the Universe Fine Tuned?

Natural selection operates by enhancing those that are well suited rigt and killing off those that are not. So maybe our universe is fine tune to have the sets of parameters you would need to give you universes with lots of black holes. But its not being selected for us, or for physics that make sense, or for physicists, or for cartonists.
