Rishi Sunak's mini-budget in March was widely seen as failing to protect the poorest from rising prices. Polls showed he did not do enough, and his reputation took a battering at the time. He had to come back with 15 billion pound cost of living package including windfall tax. It shows 'political naivety', says Rachael Boulden. And it led many people to believe that his future would be fading too.
