The symbolic hasn't quite penetrated the child yet. Freud does say it's later that secondary oppression repression proper comes about through morality through discuss through shame, which are not inherent in the infant. And so right, we develop those ideas later they develop within us if you will because they are also a part of the shards that are implanted are developing unconscious and ego. That's also how internally we sort of develop a super ego is as yeah right.
