A president can have an impact on legislation long before it reaches their desk for signature. The veto really forces members of congress to consider the president's preferences when they write and when they vote on the legislation. But does that mean the president is effecting the work of congress? Yes, you can think of it that way, but you can also think of it as just sort of a way to get stuff done.
