Tosa - The Goshi

The golshe system was instituted as a way to placate some of the remaining choso kabe, lower samurai. Living in the countryside was cheaper than the big city and made it easier to make sure you were getting what you were supposed to from your ostensible granted lands. By the mid 16 hundreds, when yama uchi rule was more secure, the nature of the golshi system changed rapidly. No longer a bribe intended to buy the loyalty of low ranking samurai, it became a way for the domain to encourage land reclamation projects. The domain would give golshi status over some remote territory to a samurai who then had an incentive to lead the usable development of that territory. This
