The Weirdness Barrier to Science Funding
A lot of science funding is done through these sort of centralized bureaucracies. It's not clear that it actually selects the best grants to fund better than like, random so why not just do it randomly? I don't know if this is a good idea, but it's definitely one of those things that's mostly protected by a weirdness barrier.
