For most of human history, cities don't have anything resembling zoning. Zonin comes in and does something somewhat related to those issues. But also, as i are guing the book, very different,. So zonin says, ah, we know we're going to give the power over to a planners to comprehensively break the city out into districts. They're going to say what land use is permitted in every single district. At the same time, these districts say a how much density you can build everywhere.
