The Question Is Who Decides?

I think normally what happens is the old system becomes so cumbersome so painful to work you know if you are on a toll road here in vartinian route 267 going 65 miles an hour and everybody else is speeding by you. Then out of just desperation people will try it I think um I hope we were wise enough to get there beforehand but the real the human reality is you wait for the the card to break down before you buy the new one.
