Conservative legal efforts were almost too closely tied to business interests rather than being more ideologically driven, says Lindsey Graham. "Pro-business is not always again the same as the ideological objective of markets," he adds. The argument for markets has a kind of idealistic public-interested claim that appeals to young people's idealism and doesn't have much oomph in the public domain.
