Is Open Source Free and Open as in Free Beer or as in Freedom of Speech?

I feel very, very strongly that the right to code is like a freedom of speech. And I think we have to be very careful in all of these conversations with governments that they do not think that it's appropriate to regulate coding or development. That just cannot work. But what we need to do is make sure that that understanding is so clear across regulators - even as a sort of spurious suggestion"
