People coming from outside your company are not able to evaluate your culture because i would read your culture with my glasses and my glasses are biased by my own culture or my expectation of the culture as i'm not living in that culture. The change you must come within the company it cannot happen from the outside apart from very big market changes for example but overall the culture needs to be driven or as you said like nudged or framed internally, he says.
