Prison or Fine?

In the united states, we have a much more humane method of public humiliation. We've grown to view prison as punishment or retribution, instead of rehabilitation. People want justice, and to most people, they want you to suffer. The reason we just do prison and fines is because eve you're not allowed to engage in cruel and unusual punishment. But we would have some discussion on what would be the ethical or moral thing to do that doesn'tin necessarily prison or o fine.
