Mental illness is not a categorically distinct phenomenon. People have various kinds of symptoms that cause them problems. There's no clean separation of people who have the disease from people who don't. The current diagnostic categories don't do a very good job of actually identifying people who have similar problem to help us figure out how to treat them. And all those same questions come up in issues surrounding mental illness, as well as a issues of gifted education.
