Do You Think This Is the Work of a Serial Killer?

Daryl David Rice, a computer programmer in Eastern Maryland suffered from significant mental health issues. In the spring of 1997, his life is completely unraveling and he would spend a lot of his time cycling in the park. He sees a woman cycling down that main thoroughfare, Skyline Drive, and he decides he's going to drive back and forth. At one point, he throws a soda bottle at her, and then he runs her off the road.
