How Is Downing Street Saying That?
This is really reaching the very top level of the civil service itself. It's not totally clear how long this process is going to play out for. The prime minister, nor simon kays, the cabinet secretary have had a fixed penalty notice at this stage. We were told for ages by the prime minister that rules weren't broken. Now we have a couple of events, which were taking place in the very buildings where the rules were being set and they did break them.
