The Complexity of Agency in Communities

Is it meaningful and fair to say that communities have agency as well? Well, there are people that say that. Maybe a beehive has some kind of agency. But it's not the same thing. And when multi-cellular organisms evolved from single-celled organisms, you also had intermediate forms like cellular slime holes. So these things, you could say that the slug of dictus helium has agency. There are kind of more complex forms of agency, but they can be transient.
