Asibanipile wasn't the first Assyrian king to cultivate an interest in books as it is. He used people that copied existing texts, he acquired existing manuscripts and sent out shopping lists throughout the empire. There was a program of copying manuscripts running throughout the empire, not just in Babylonia. The Babylonian scholars working in shackles are not the only ones who are copying our text. We know that Asibanipile was not only interested in Babylonian knowledge, that would survive primarily because we have only the clay tablets of the library.
