For 23 years, Leopold was the sole owner of the Congo Free State. His atrocities were largely ignored by the rest of the world out of convenient apathy. It would be a shipping officer named Edmund Dine Morrell who provided one of the largest public pushes for the world to recognize Leopold's horrific exploitation.
