The Holy Roman Empire

The Holy Roman Empire only briefly and imperfectly matched this model. The empire was founded in an age which did not think in modern constitutional terms. Her hereditary succession and elective monarchy were not seen as clear alternatives. Coronation elevated the emperor above all other rulers, including kings. But actual governance depended on convincing the lordly and clerical elite to cooperate.
