The excuse for the mistakes that happened during COVID was, well, it was an emergency. The subtitle of the book is as how the consulting industry has infantilized government. There was a conservative Lord in the UK government who saw all the contracts that the government was giving to McKinsey's, the PWC's and the Deloitte's both for Brexit. And he said if we continue this, we will be or we are infantilizing Whitehall. In other words, making government full of babies, basically that aren't learning.
