There are many intermediate stages. I think there's demonstrating it about at a smaller scale, really powerfully, the impact in an individual district and using the study on the district to answer all the questions that we need to answer before we go to the national scale. There is also huge opportunities for people giving it a smaller scale to support some of the enabling elements that would be required for that bigger push. And again, if there were donors who were prepared to support that in a way that didn't affect our general efficiency, that's something we'd love to do.
