The military has this amazing ability to deploy Delta Force operators, a full complement of helicopters from the 160th. They can be prepared to conduct a whole myriad of special operations missions and the CIA just they could not do that on their own. There was a really deep disagreement about policy where the CIA was going more for the jihadis in Syria. And it wasn't until ISIS blew across the border and took over Mosul that suddenly they started taking ISIS seriously. So I think contrasting this with Ukraine is especially important because in Ukraine, yeah, as you mentioned, it's like we were finally all fighting in one direction together.
