The Debt Ceiling and the White House
When Democrats had control of Congress under President Trump, we didn't see them use the debt ceiling as the same kind of leverage. So they have really tried to look at different opportunities where they could possibly negotiate with the White House with Democrats. Joe Biden originally said he's just not going to negotiate that way and certainly wasn't going to negotiate what Republicans wanted. But he did in the end.
