The validity-proof technology that is used to guarantee the correctness of roll-up blocks is too new. The argument might be, well, if we wait another five years, your proofs are just going to get like that much more performant and that much more secure. There are ways that you could design rollups that restrict the amount of rollup data that you could fit into a layer one transaction. But you're going to decrease your transaction throughput when you do that.
