Blair himself called it the biggest mistake ever in his period in power. Johnson chose to do it in the way that he did and the inquiry was given the power of asking for whatever information it deemed necessary. There might have been a way, although it is difficult to find a form of words when the inquiry began, which gave some leeway for the government to protect some of the sort of casual exchanges that took place over WhatsApp during that period.
