There's two sticking points. One, the outline doesn't have very much in there about border security. The other thing is the amnesty is just too big. Like, republicans are really sceptical about emigration because of the illegal immigration portion. So at best, this is ta starting point a this bill. At worst, it just has no legs, and people jus won't have interest in it.
