The Battle for Ideas, the Importance of the Battle for White Papers

The battle for ideas is that you hope you get lucky, right? You hope that the electoral tumblers land in the correct way so that the person who gets elected is equipped to do good while they're in there. But I think the rest of it is a lot more about personality and a lot moreabout voter social psychology than I ever want to really admit.
