Rizantoma is the reversal of values. It allows the powerless to psychologically get one over on the powerful. And they couldn't do it if it weren't for this sort of seed that's built into the social structure, which his bad conscience. In subsequent books, like the beginning of the antichrist, he really says straight up, what is good, the will to power, exerting power in all its ways. What is bad? Denying life, denying your will to power.
